The American Century slide under the Duluth Aerial Lift Bridge around 9:15 on Thursday morning with 64,000 tons of coal for Ontario Power Generation. As she left the ship canal, the Edgar B. Speer was at anchor waiting for a dock at Two Harbors and in front of her, the Manitowoc was waiting to come in to load iron ore pellets at the CN dock in West Duluth.

My understanding is that the depths of the water, even outside the breakwall, around Two Harbors are very deep. When I sailed we never achored outside TH. Whereas, outside Duluth, the depths are far shallower. Weather didn't seem to play a part as seas were calm. Weather does play a part in where you do(and don't) drop the pick for sure though. Hope this helped.
So if the Edgar B. Speer was at anchor waiting to dock at Two Harbors, why would she be at anchor so close to Duluth?
